Time to rid the blinders about NordStream

The Swedish government's decision to accept the disputed gas pipeline NordStream has caused debate. Is the Russian-German gas pipeline a security policy threat to vital Swedish interests? Or is it a project that safeguards stability and development in Russia? In a recent interview by Andreas Henriksson from political web journal makthavare.se, I try to put some of these questions into perspective.

Vilhelm Konnander participated as one of the lecturers at the Fokus magazine conference "When technology changes politics" a few weeks ago, where he spoke at the Global outlook seminar. He is also one of the authors of the international blog gateway Global Voices, and has both professionally and privately followed developments in Russia for a long period of time. Makthavare.se asked him to give his views on the gas pipeline, and also account for the role that Russian gas and oil giant Gazprom plays in current Russia.

Q: How do you think that the Russian political leadership looks at the gas pipeline? Is it an important project for them from a strategic and geopolitical perspective, or is it a more downright economic project that carries its own merits and might have fallen had Swedish resistance been to great?

A: It is time to rid ourselves of blinders concerning the Nordstream issue. For Russia, NordStream and energy exports is a classical question of domestic foreign policy. It is about fattening a system that rests on a far-reaching political and economic symbiosis between competing political and economic élites, which seek to monopolize political and economic power. And the loyalty of élites is dependent on the incomes from oil, gas, and other raw materials, and how these profits are divided.

Extenstive regulations, taxation, and charges on the domestic market, has put the Russian energy industry in a position where the largest profits are made on foreign markets. For example, the internal Russian price on gas has, at times, been as low as a mere 3 percent of the export price. In the course of time, Gazprom's export incomes have varied between 50 and 70 percent of the business conglomerate's total revenues, despite the fact that substantially lower gas volumes have been delivered to Europe than to the domestic market. The Russian élites have thus enveloped itself into a so great dependency to divide the spoils of energy export revenues that it has become an integrated part of the country's informal system of government.

Q: And what would be the consequences of that?

Today, Russia's political stability is dependent on stable energy export revenues. In the event that this money flow is stopped - especially in times of economic crisis - it may subvert or threaten the political stability of the country.


The link between falling energy prices and Russian systemic collapse is obvious, regardless of whether one speaks of the fall of the Soviet Union or the financial crisis in the wake of which Putin came to power. Therefore, the effects of the international financial crisis is now all becoming resemblant of a fight for life or death to get hold of a piece of an ever diminishing cake. The consequences of Russian domestic political instability are still unclear, but increasing Russian desperation might cause greater uncertainties in the foreign and security policy area - in contrast to the clarity and predictability of recent years.

Q: What then might we expect from or great Eastern neighbour in the future?

A: In this perspectve, NordStream is, of course, important, but a basic mistake from the Swedish horizon is to constantly depart from very obscure geopolitical perspecitve, at the same time as the fundamental Russian domestic motives behind the project either are put in the background or regarded as purely economic.

In the interplay between politics and business, NordStream and similar projects are strategically vital for Russia, and here the domestic driving forces marginalise any potential foreign policy considerations - especially concerning a country like Sweden, which is hardly visible on the Russian political map. Continued Swedish resistance to NordStream would therefore be regarded as a ridiculous source of irritation from a Lilliputian country in the European periphery.

Q: In Sweden, NordStream has been thoroughly discussed, mostly from a critical perspective, by representatives of both the political blocs. Do you think that the NordStream management - and consequently the heavy political actors behind i in Russia and Germany - have paid any attention to Swedish critique, or would they have built the pipeline no matter what the Swedish government would have thought and said?

A: That Russia and Germany would have shown any greater consideration of Swedish critique is not very probable. Some considerations may well be made as for the stretch and makeup of the gas pipeline, and Sweden may surely also grumble and protract the issue if desired, but eventually both Moscow and Berlin counts on the Swedish government coming around. It is one thing if Sweden throws gravel into the Russian machinery, but to oppose both Russia and - above all - Germany will prove difficult in the long run.

Q: How important is NordStream, in your opinion, to Germany?

A: All since Willy Brandt's Ostpolitik was launched in the 1970s, Berlin and Moscow have enveloped into a mutual dependency according to the formula "change by rapproachment," where gas deliveries to Germany has become the basic ingredient in the political concepts of both continental powers.
Even if Angela Merkel's (the German Chancellor) enthusiasm towards the project is more controlled than her predecessor's , Gerhard Schröder, who by the way is on Gazprom's payroll, the realization of the gas pipeline is central to future German-Russian cooperation. That Germany, in current times of economic crisis, would terminate a project, which ensures long-term, secure, and cheap gas deliveries, would be very surprising - both from a political and a financial perspective.

Q: How politically directed is the Russian gas and oil giant Gazprom?

A: The question should perhaps rather be how economically directed the Kremlin is by Gazprom. That both Russia's president, Dmitry Medvedev, and on of the country's previous Prime Ministers, Victor Chernomyrdin, have been chairmen of Gazprom should be a clear indicator. Despite privatization attempts during the 1990s, Gazprom has remained a state gas monopoly with great influence on political power. With increasing political control over so called strategic resources, Gazprom has served as a tool for quasi nationalizations of remaining private gas and oil companies, why its position has been all the more strengthened. The question about Gazprom and the Kremlin is like tha classical question about the hen and the egg: Which one came first?

Q: To what extent would you say that Russia is using its great oil and gas resources as an instrument of foreign policy power?


A: Rhetorics about Russa as an energy superpower have, in recent years, almost become a mantra for Russian leaders, as a way of strengthening national self-images and confidence. However, judging from results, it is hard to show that Moscow is using energy as a direct foreign policy tool. Seen frlom an economic and domestic political viewpoint, the energy issue is, however, currently part and parcel of almost all Russia's conflicts with its neighbours in recent years - Estonia, Ukraine, Lithuania, and Georgia.

What is interesting is, however, to look at how Moscow indirectly uses energy as a means of strategic manipulation. With the help of energy, foreign policy advantages and concessions are simply achieved in other areas than exactly the one that each conflict focuses on. Energy is used indirectly rather than directly as a foreign policy tool, where domestic politico-economic considerations often determine foreign policy action.

Q: What do you think about the Swedish debate about NordStream? Is it substantially mostly correct or is it mared by antiquated Swedish fears of the Russians?

A: When Nordstream is addressed in Swedish debate, it is not hard to make up an image of a security policys establishment, where old realist political views are mutually confirmed and reinforced - no matter whether it is about security policy reservations or pretexts for the very same kind of perspectives. The interesting thing is not what is actually said, but what is not said.
Fundamentally, Sweden is faced by a catch 22 concerning the gas pipeline. Should one seek to undermine Russia's political stability by torpedoing the NordStream project, with increased Russian security policy unpredictability as a consequence, or should one indirectly contribute to support the continuation of a corrupt and authoritarian regime, of which one at least knows what to expect? That is a question that gets little or no attention.

Q: As you see it, is there something we in Sweden have misconstrued in the security policy and geopolitical judgement of NordStream?

A: We, basically, pose the wrong questions about NordStream, and consequently get all the wrong answers. As long as the Swedish political and security policy establishment is dedicated to self-binding about the question of our relations to Russia - regardless of whether it concerns NordStream or general approaches - we risk ending up with the wrong conclusions. As 20 years have passed since the fall of the Berlin wall, it is possible that we as little now as then might predict fundamental changes in Russia. Still, the invasion threat from the East returns in various forms. From military threat to criminality, from criminality to refugee invasion, from refugee invastion to epidemics, from epidemics to energy. The list is long, but what has become reality?

Medvedev Murder Mystery

For Global Voices Online: Anna Politkovskaya... The mere name evokes images of Moscow's worst public relations nightmare in years - an ongoing ordeal for Russia's international reputation in the realm of rule of law. Still, the murderers have not been brought to justice, and Politkovskaya turned into a martyr for world voices critical of Russia - for them epitomising everything that is wrong and wretched with the country. So, should President Medvedev's quick reaction to this week's murder of Human Rights' acitivists Natalya Estemirova merely be regarded as lessons learnt from the Politkovskaya assassination? The answer might be more complicated, as voices from the Russian blogosphere have their say.

As news broke of Wednesday's murder of Russian Human Rights's activist Natalya Estemirova, it did not take long for President Dmitry Medvedev to offer his condolences to her family and appoint a committee to investigate a crime widely covered by international media. But was this merely a reaction to avoid repetition of the Politkovskaya PR-fiasco? In the domestic media arena, there was no comparison in coverage, provoking anger, resignation, and accusations of hypocrisy among Russia's liberal bloggers. However, looking at the wider picture, others see the Estemirova case as yet another herald of troubles ahead for the Putin-Medvedev tandemocracy, and believe that Medvedev reacted to the murder out of honest concern and worry.

The first, and obvious, question for all touched by the murder of one of Russia's foremost human rights' defenders is: Who could commit such a heineous act?

Fingers have been pointed at both Putin and Kadyrov, resulting in the Chechen President threatening to sue Estemirova's organization, Memorial, for libel. Still, the question remains, who were the murderers, and who stood behind them?

LJ user Andrei Naliotov is wondrous about [RUS] the character of the murderer, as opposed to that of Estemirova:

I cannot understand what kind of person one has to be, to shoot at a doctor, hurrying to save the sick or the wounded, at a priest praying to save souls, at a human rights defender, pulling people out of misery? I knew Natalya Estemirova. When I first spoke to her, I was surprised by her courage: To challenge power in today's totalitarian Chechnya, doing so living in Grozny - takes the highest of courage. But to stand on the side of truth and save people was superior to all for her. "No village without one righteous." Natalya was the righteous of Chechnya. Let her memory live eternally.

Whereas Medvedev's statement on the murder, may have averted international repercussions, reactions in Russian media were sparse, and LJ user tupikin accounts for [RUS] his own feelings and others' neglect to cover the issue:
Almost the entire day was spent in a realm of black colour. At first, the press conference about yesterday's kidnapping and murder of Grozny Human Rights defender Natalya Estemirova (judging from comments on my post - a single one - one might think that it is only of interest for anti-Kremlin websites, whereas none of my best friends showed any interest whatsoever). Tell me, honestly, do you think that Human Rights' defenders are crazy? Or rather, predestined to die? OK, the press conference gathered 60 journalists, including ten TV-cameras. When Ludmila Alexeyeva, chairman of the Moscow Helsinki group, asked national [i.e. Russian] journalists to raise their hands, it turned out to be no more than 15 people. The news, which has circled world media, is received, here in our country, with amazing stoicism, as if that simply is the way it has to be. Really, not 60, but 160 journalists should have come... Well, that is not some other country, but it is all ours. [---] and then Ludmila Alexeyeva added that two people were guilty - Ramzan Kadyrov and Vladimir Putin. [---] I don't know whether the tacit readers of my LiveJournal understand, that this is a sensation of all-Russian proportions [---] that two of the most high-ranking state officials in Russia were named as accomplices to a political murder in front of TV-cameras and tens of journalists. The ground did not shake, only silence followed. As I wrote these words on the keyboard of my old notebook, it was as if the finger-touches forming letters were like the strikes from the Tsar Bell...

Turning to the political ramifications of the murder, there are bloggers who underline how problematic and untimely the Estemirova case is for Medvedev, possibly adding to an alleged domestic political campaign to undermine the president's power and legitimacy. Consequently, LJ user anaitiss writes [RUS]:

It is the second political murder during Medvedev's presidential term. What's more, straight after Obama's visit. Moreover, just as the provocation with "the drunk Medvedev" at the G8 [summit] failed. And then, if we are to be honest, in a region where the guilty are nowhere to be found, even if we all know who everyone is thinking of. And also, exactly when America, personified by Obama, has deserted the local revolutionaries (they even write about this themselves). And boy, how they were abandoned! And this, having formed the joint McFaul-Surkov commission [US-Russian working group on human rights]. They simply have to portray Medvedev as "a bloody tyrant, trampling justice", they really have to. To make matters such, that any dialogue between ourselves and the West becomes impossible. "The second Politkovskaya" is an ideal scenario, one must admit that much. And moreover, in the Caucasus.

Human Rights and the disrespect for law is a matter of great concern for the Russian president - a lawyer by profession. With little over a year in office, turning the tide on rule of law seems a precondition for Medvedev to efficiently exercise power at a time when Russia experiences an economic downturn not seen since the 1998 financial crisis. Although trusitic, it suffices to point out that Putin back in 2001 - a year and a half into his first presidential term - was not the uncontested source of power and authority that marked the last years of his reign. So, that could barely be expected from Medvedev. At a recent discussion on the rule of law and Human Rights, published on his blog [RUS], Medvedev characterised the problem of Russian lawlessness accordingly:

MEDVEDEV: You were speaking about massive lawlessness. As a matter of fact, we live in a country with a very complicated relationship to law [---] and a very relaxed and tolerant [attitude] to lawlessness. But it is not a secret that one has to be able to fight for justice. We have no culture of fighting for justice, we simply don't. [---] How do we handle this? At first, we turn to some bureaucrat - once, twice, and still no result whatsoever. Then we turn to the media, as an alternative source of power, but if there is no result, to whom do we write letters?
REPLY: To you.
MEDVEDEV: To me. That is totally correct. So that is the hierarchy for defending human rights.
REPLY: Then one turns to Strasbourg [the European Court of Human Rights].

The last remark is illustrative of Medvedev's dilemma, when confronted with Estemirova's murder, and the general lawlessness of current Russia. In matters of human rights and the rule of law, the President of the Russian Federation appears not to be the supreme authority and guarantor of the constitution. It is to Strasbourg the Russian citizens turn as a last resort when their own judicial system fails to deliver on their constitutional rights.

Consequently, reinstating law and order stands out as a crucial credibility issue for Medvedev, and moreover as a make or break for his own capacity to exercise the power invested in him. Judging from Medvedev's views, and those of some bloggers, the law is also one of the major problems of today's Russia, as it touches the very fine line of political statecraft - the balance-act between continuity and change, stability and progress. Whereas the murder may not be a mystery to most, for Medvedev it is a mystery how to solve it, as part and parcel of general Russian disrespect for law.

The Caucasian Test Case

Today, the first more comprehensive analysis of the Russo-Georgian war in August 2008 was published, less than a month after hostilities ended. In its report Det kaukasiska lackmustestet (The Caucasian Test Case), the Swedish Defence Research Agency (FOI) summarises its findings.

The war between Georgia and Russia in August 2008 has fundamentally changed the playing field of international relations and the aftermath of the war will have profound consequences.

The purpose of this study is to analyze some central issues and implications of the war. The aim is to, shortly after the war and based on open sources material, draw some tentative conclusions regarding the consequences for the region and the world.

The primary conclusion is that Russia’s actions have triggered a far-reachingreassessment of the present world order. This will in turn lead to extensive policy changes at different levels as the actors adapt and try to influence the formation of the new world order. The war has laid bare the challenges and problems of the present international system. Responses to Russia’s actions will give an early
indication of the character and modus operandi of the coming world order.
My own contribution is a chapter on the information and cyberwar aspects (pp. 45-52).

Analysing the Russo-Georgian War

What have we learnt from the war in Georgia? That is the question addressed in one of the first more comprehensive reports of the recent war between Russia and Georgia. As the war gives credibility to those claiming that we are on the verge of a New Cold War, there is also a time for analysis. The pursuit of knowledge is preferrable to a mere show of arms and empty rhetorics. The stakes may simply be too high to risk such a gamble at this point.

On Monday morning, the Swedish Defence Research Agency (FOI) will present one of the first more comprehensive analyses of the recent war in Georgia at a press seminar in Stockholm. With contributions from 14 analysts of different specialities, the report offers a variety of approaches to the conflict, and how it affects the European security order.
To what extent does the war set the framework for future security policy? What are the challenges for the EU? To what extent will it cause changes in the European security structure? What effects on world economy can we expect? Which are the lessons learnt from the Russian military offensive? These are but a few questions addressed by the study.
As a contributor myself, I deal with - what is loosely called - the information war or rather "cyberwar", viz. the alleged coincidence of an armed conflict with a massive attack over the Internet. Some of the views presented in this part, will hopefully be interesting to and put things in a wider perspective for prospective readers. I thus welcome any feedback, though access is limited to a Swedish readership.
The report in full will be accessible for purchase or download from the FOI website as of noon (GMT+1) on Monday. I hope it will contribute to a nuanced picture of the war and present perspectives that may guide political decision-makers, the media, and an interested general public in their views of the war and its real and potential consequences.

The Economist Debate on Russia vs. the West

"The West must be bolder in its response to a newly assertive Russia." This is the proposition made for the upcoming The Economist debate series, setting off on 9 September. The opposite argument holds that this position erroneous by Western misperceptions of Russia, based on renewed reminiscences of an increasingly distant Cold War era.

Speaking for the pro side is Anne-Marie Slaughter, Dean of the Princeton University Woodrow Wilson School of Public and International Affairs. Representing the con argument is Dmitri V. Trenin, Senior Associate at the Carnegie Endowment Moscow Centre.

Thus, Slaughter initiates the debate by the following argument:
The West should be bolder in confronting a newly assertive Russia, but bolder in a way that understands and manipulates the realities of 21st-century politics rather than plunging us back into a 20th-century stalemate.
In his rebuttal, Trenin starts out opposing this statement accordingly:

Those who argue that the West should be bolder in its response to a newly assertive Russia are trying to use their memories of the past to deal with a very different present and a highly uncertain future.
The debate will span over the period 9-19 September with rebuttals on the 12th and closing arguments on the 17th. The winner will be announced on the 19th, and topics covered be open for discussion and comments until 26 September.

Registered users will be able to vote surrepetisiously for either alternative during the ten day debate. Following the Oxonian tradition, "members of the House will be thus allowed to "cross the floor" by such vote if arguments are convinving enough to turn their opinion. Questions to the contrahents may be sent in via the Chairman, viz. moderator, who will act as arbiter in selecting those of relevance for further dissection in debate.

The Economist presents the following background for the debate:

Russia’s incursion into neighboring Georgia has Western governments worried about renewed Russian assertiveness. The diplomatic frost between America and Russia remains at a level not seen since the cold war, leading to predictable results: Russian/NATO joint military exercises cancelled, private energy co-operation agreements withdrawn, foreign ministers returned home. Is Russia’s intention to upset the current international order, or is it responding directly to the widening sphere of American influence in former Soviet countries (for example, the promise of eventual NATO membership for Ukraine and Georgia)? Can the European Union speak with one voice and take the diplomatic lead? Or must America protect the world order by standing up to Russia to prove that any form of aggression comes at a cost? Finally, are we witnessing the dawn of a second cold war, in which the West should resist the lure of appeasement?

So, are we in for a heated debate, as East and West seem juxtaposed in a renewed wrestle for right and wrong, power and glory, or simply for the petty interests of their own pockets in a fight for survival spanning ever greater tracts of the world?

That is certainly one purpose of debate, in attracting interest to a sensitive and precarious situation in world affairs. Still, choosing a softy like dear Dmitri to stand for the Russian side and not a heavy-hitter better representative of currrent moods in Moscow may not be the best approach in the pursuit of any profounder realities. Still, it warrants for an interesting and nuanced debate of a character not widely found in these days. I for one will certainly follow the debate with great interest and also invite others to join in the conversation.

Anniversary of Anguish over Bronze Battle

This weekend past saw the first anniversary of the Estonian Bronze Soldier crisis - over the removal of a soviet WW II monument from central Tallinn. As the crisis evolved it ignited a bilateral quarrel between Tallinn and Moscow, in the end setting Russia and the European Union at loggerheads. As the first anniversary of the Bronze battle drew close, a certain extent of anguish and apprehension arose among Estonian authorities. What was to happen this time over? The simple answer was - next to nothing.

On Saturday, some 100 demonstrators gathered in a park in central Tallinn to commemorate last year's events, and to call for the resignation of the Estonian government led by Andrus Ansip. The event was peaceful and heavily monitored by police and the Estonian secret service (KAPO).

That the demonstration actually rallied less of a crowd than the number of people merely injured last year must be considered a fundamental failure for Russian "minority" interests in Estonia. Not least so as, just a few weeks ago, an organization to unite Russians in Estonia held its first congress. That Saturday's demonstration had such a poor showing may thus point to a waning significance of the Russian issue in Estonia. Or should perhaps alternative explanations be sought?

What evolved over a few weeks last spring was that the same methods used during the coloured revolutions in Serbia, Georgia, and the Ukraine, were now applied by Russians themselves. As the protest was reaching its crescendo, actions and debate were coordinated by sms, e-mail, and blogs targeting largely unprepared Estonian political leaders and authorities. The subsequent cyber attacks on Estonian web-servers proved the peak in efforts to paralyze society. Someone had obviously done his homework.

In terms of the Russian-speaking population of the Baltic States, Russia has long propagated that these "minorities" are consistently discriminated against, and has even ventured so far as to compare the situation with Apartheid. Last year's events also gave Moscow an opportunity to highlight the issue on the international scene. Although much of recent bravado has mysteriously evaporated, Russia has e.g. demanded an addendum on the Russian minorities in Estonia and Latvia in ongoing negotiations on a new Partnership and Cooperation Agreement with the European Union.

Still, much indicates that Moscow came out of the 2007 conflict with the EU on the wrong end of the stick - besides the PR-fiasco for Moscow's international image - why such demands are most likely to be ignored. Also, Russian policy towards the Baltic States since 1991 has largely proven a failure. Already in 1997, Russia's Council for Foreign and Defence Policy - an influential think-tank - in a report characterised Moscow's policy as counterproductive, if it intended to safeguard the interests of Russian "minorities".

It is far too seldom argued that what is not said and done may be as interesting as what actually is. So may be the case also here, although reporting on something that did not happen - as the Bronze battle anniversary - would hardly qualify as breaking news or of interest to a larger audience.

Turning to the case in point, the Bronze Soldier crisis has fundamentally been interpreted as an ethnic conflict. In fact, few issues are as politically sensitive as ethnic tension. Recent history has witnessed oppression and even genocide on minorities to an extent that has shocked world opinion. However, this also has made us prone to see far too many societal conflicts with ethnic lenses.

So, why did the anniversary of the Bronze Soldier crisis pass by next to unnoticed? May it be that there are alternative or complementary explanations to last year's turmoil than the ethnic angle? Before trying some hypotheses, it should be clearly stated that the removal of the Bronze Soldier from central Tallinn unequivocally was the igniting factor of the 2007 crisis. It is quite obvious that the Estonian government acted in haste and with poor judgement. Thus, they partly brought the crisis upon themselves.

Still, that does not explain the absence of protests a year after the so far largest protests by ehtnic Russians in post-soviet Estonia. The situation has not altered and the reasons for, arguably, Russian discontent with conditions in the country has not changed for the better - rather the opposite as a fact. Political forces traditionally safeguarding interests of Russians have partly been rendered obsolete. In socioeconomic terms, nothing has really happened, as illustrated in a report by Marju Lauristin last autumn.

So, except for Estonia's monumental mistake and obvious Russia-related explanations of lacking protests this year - the upcoming presidential installation on 7 May and last year's domestic need in Russia to rally around a cause - what might serve as alternative or complementary hypotheses for the difference between last year and now?

One reason largely unexplored is the transit of Russian goods and products through Estonia. Russia has long wanted to divert this trade to Russian harbours instead of having to pay the costs of transit. Furthermore, Kremlin-sponsored Russian companies had long been eager to out-compete those companies that controlled and profited from the Estonian transit trade. The same applied for control over export-harbours in Estonia. For most observers, it serves as no surprise to state that the transit trade involves enormous sums of money. One can only imagine how much by pointing to the fact that Estonia lost some 6,3 billion Estonian Kroonas in transit revenues due to a few weeks of Russian blockade.

Consequently, just a week or so before the April 2007 events, Russian vice Premier, Sergei Ivanov, held a speech in Murmansk, in which he propagated curbing transit trade and diverting Russian exports to ports in the Petersburg region and Gulf of Finland.

Negotiations for transit quotas and pricing on Russian goods by Estonian railway were to be held in May 2007. In 2006, the Estonian state re-nationalized Estonian Railway (Eesti Raudtee), why preconditions for influencing the outcome of negotiations had been altered to the detriment of Moscow's interests.

As for harbour facilities, the ports of Tallinn and Muuga represented around one-quarter of Russia's total refined-product exports, thus by far outweighing any Russian harbour. Control over harbours in Tallinn, Muuga and Sillamäe had long been coveted by Russian business interests. As previously reported, last year's crisis also saw a transfer of trade between these ports to the benefit of Russian interests.

Then, there is also the question of shipping. The crisis and the subsequent Russian trade blockade is said to have favoured shipping operations, controlled by Swiss-based Gunvor Group. Gunvor is owned by Swedish oil trader Torbjörn Törnqvist, with interests in e.g. Surgutneftegaz. In November last year, Russian political scientist Stanislav Belkovsky made allegations in the German newspaper die Welt that Putin had amassed a personal fortune of some 40 billion USD, and that part of this was held by a 50% share of the Gunvor Group.

Although these rumours and allegations cannot be corroborated, and in fact have been denied by most concerned parties - among others Törnqvist himself - one cannot but stop to wonder what role business with a Russian stake had in the 2007 Russian-Estonian crisis. The example of controlling the transportation system - railways, harbours, and shipping - of Russian exports by way of Estonian transit might thus arguably be one alternative or complementary explanation to why last year's Russian-Estonian crisis was allowed to escalate to the level it did.

Russia's imposition of a trade blockade on Estonia for a few weeks last year was a hard hit on the transit trade. The transport of Russian goods by rail, road, and boat was halted. The companies involved in this line of trade, were among the all too evident losers, and many of them were more or less put out of business - both Russian companies and Estonian with often large Russian ownership interests. These companies were not sponsored by the Kremlin. Instead, it appears that the blockade wiped out annoying competition, and that mightier Russian business interests moved in to take over the transit trade, once the blockade was lifted. Such methods would not be a novelty in Russian business practices and thus serve to surprise nobody. Big business in Russia regularly gets Kremlin's blessing to move in and wipe out competition in order to monopolise a market. The difference in what would arguably be the Estonian case, is that these practices were now applied on another state not in the CIS, but on a member of the European Union.

So, apart from speculations and conspiracy-theories that normally surround events such as the Bronze Soldier crisis, it would seem worthwhile to test such alternative or complementary hypotheses as accounted for above. Who stood to gain from a blockade halting transit trade, and who has actually done so? However, if proven right, such an argument would not only expose that the Kremlin serves its own interests, but also a blatant disregard by Russia for the interests of the Russian "minorities" in the Baltic States, because the greatest losers of the conflict would turn out to be the very same Russian minorities that Moscow claims to defend.

Consequently, it may actually have been the Russians in Estonia who lost most out of the Russian-Estonian conflict over the removal of the Bronze Soldier. Russians were hit by losing the revenues from transit trade, both in terms of profits and employment. Furhtermore, Russians were the ones who were most exposed by raising the issue of disloyalty to Estonian society as a whole. For any minority in any country, such cross-pressure may prove highly detrimental to their future prospects of finding a place in society in social, economic and political terms, and still Moscow decided it was worth to run this risk.

Perhaps, in the end it is safest not to test such hypotheses as forwarded above, because - if validated - they would bring the perceived cynicism of Russian leaders to new and even higher levels. Moscow's indignation and heavy hand towards Estonia was officially motivated by the public outcry among Russians over the removal of the Bronze soldier. General opinion held that Moscow now finally had to step in to protect the Russian "minority" in Estonia. In stark contrast to this official policy, a proven transit trade hypothesis would - to the opposite - paint a picture of Russians abandoned by Russia and their cause sacrificed for the sake of petty business interests. One cannot help but wonder what the Russians who took to the streets in both Tallinn and Moscow in protest against "fascist Estonia" would think if confronted by proof to that effect. In the meantime, such hypotheses are, of course, just a fidget of one's imagination - or are they?

Georgia shoots down Russian plane?

According to Georgian TV-channel Rustavi 2, Georgian interior ministry forces today shot down a Russian fighter over the Kodori gorge of breakaway region of Abkhazia. The interior ministry tonight confirms that its forces has indeed shot down a Russian plane in a remote part of Georgia. Russia, on its part, emphatically denies any such incidence and representatives of both the Foreign and Defence Ministries speak of Georgian provocations. Pending furhter information, contradictory statements cease the day. Still, it seems that the conflict between Russia and Georgia is about to heat up even more, though hopefully not in armed confrontation.

Gerontocrat Ghostbusters?

A spectre is haunting Eurasia - the spectre of Gerontocracy. All the Powers of new Europe are deserting a divided Union to shy away from this spectre: Bruxelles and Rome, Merkel and Blair, French anti-globalists and German Federalists.

The new Great Game over Central Asia between Russia and the West is becoming a struggle to either raise or exorcise the ghosts of gerontocratic systems. Russia's sphere of vital interests in the near abroad can only be preserved by control over infrastructure, and above all the flows of energy from the region. This is achieved by catering to the needs of a gerontocratic and corrupt system, originating from the soviet heritage, which Moscow has left the states of Central Asia with.

The West, to the contrary, has a vested interest in exploiting regional resources of oil and gas, and produce safe passages for receiving them. For long, the West was pragmatic in its approach to authoritarian regimes in the region, in order to reach the overarching goal of access to the coveted energy resources. Now, the realisation that it is impossible to work with corrupt and Machiavellian regimes is starting to dawn.

The summit between presidents of Russia, Kazakhstan and Turkmenistan in May was bad news for the European Union and the United States. Presidents Nazarbayev of Kazakhstan and Berdymukhammedov of Turkmenistan spoke in favour of closer energy relations with Russia, and against developing the westward trans-Caspian gas project. As previously reported, the trans-Caspian gas project is the key to long-term profits for the Western alternative of transferring gas from Central Asia - the Baku-Tbilisi-Ceyhan pipeline (BTC). Among BTC-investors are British Petroleum (BP) and American Chevron. Also, Royal Dutch Shell is about to lose its controlling stake in the Russian Far East Sakhalin-2 project, and BP is in trouble with its investment in the Siberian Kovykta gas field.

Western energy companies are certainly experiencing heavy setbacks in the FSU these days. As there is little to do as concerns Russia, the importance of Central Asian resources increase. Still, there is the question of the gerontocrat ghost - the inability to deal with the corrupt regimes of Central Asia. Then, what is companies such as BP and Shell going to do? Well, as the old movie tune goes:

So, who might be such a ghostbuster? Who are the energy moguls going to call to exorcise the spectre - get rid of the ghosts of gerontocracy? A qualified guess might be a traveller in political revolutions, with experience of dealing with the old post-communist foe. Who then would be a better candidate than former US Ambassador Richard Miles? That ambassador Miles was posted to Serbia before the overthrow of Milosevic, and to Georgia during the Rose revolution is, by many, regarded as no coincidence. Some even claim that Miles figured in the outskirts of Ukraine's Orange revolution. After retirement in 2005, ambassador Miles worked as Executive Director of the Open World Leadership Center - headed by James "Icon & the Axe" Billington. Now, it seems, Richard Miles is a man without a mission. So, why not take pity on this old man and turn to him for advice - even give him a job? Miles might just be the ghostbuster who - with a little help from his friends - could get rid of some of Central Asia's gerontocrat ghosts. Who would be more fit to bring democracy and market economy to Central Asia and, in the process, safeguard western energy interests in the region?

Russia: Motives & Misperceptions

As relations between Russia and the West deteriorate, a growing tendency to misperceive Russian motives is discerned. Russia is not a monolithic power, but analysts increasingly tend to give prominence to factors that themselves cannot wholly explain Moscow's actions. A recent example is the Russian-Estonian crisis.

The current crisis between Moscow and Tallinn has its specific origins, and should come as no surprise to most observers. The basic preconditions for crisis were set already in the early 1990s, and both parties are since stuck in a mutually detrimental relationship. The difference this time though is that there currently are no countervailing forces in Moscow to keep the conflict in check, as has previously been the case. This is matched by poor judgement on the Estonian side. Also, the conclusion by western analysts that Russia is using its energy weapon against Estonia by imposing an export blockade seems flawed and an example of mental bandwagoning among people prone to single factor explanations.

Public opinion in Russia about the Baltic states was forged from the disappointment of their determination to abandon the ailing Soviet empire. The Balts were considered part of the liberal and reform oriented forces in soviet society, why Russians felt betrayed by the Balts as Moscow perceivably strived towards the same political goals as the Balts were identified with. The realisation that the Baltics now were abroad took a long time for most Russians to come to terms with. That Russians had become subjects of a non-Slavic state in which they had to seek citizenship to enjoy the full rights of society was incomprehensible. That states like Kazakhstan might treat Russians badly was only to be expected, as they did not share the liberal heritage Russians associated with the Balts. A measure of double standards was thus introduced in comparing the situation of Russians in former soviet republics. As for the Baltics, Russians felt scorned in their identity as imperial civilisation carriers. An inferiority complex was thus the nucleus of the dispute over the situation of Russian "minorities" in the Baltic states.

As things have evolved in Russian-Estonian relations over the last month, the image conjured up by Russian media is that of Russians being wronged and bereft of their rights and heritage. The difference this time is that there are no countervailing forces in Moscow to keep too overt nationalist sentiments in check. Still, most analysts limit themselves to describe the conflict in either bilateral or Estonian terms, whereas Russian domestic factors are left out. This limits reporting to developments of the same Russian-Estonian themes covered over the last 15 years, and old articles might be taken out of the drawer to be rewritten or updated, simply filling in the new facts. In essence, however, they lack the proper contextualisation to explain why the conflict has taken a new turn for the worse. Action is not enough - as the removal of the Bronze Soldier and its consequences. Context must be added to analysis in order for us to understand the full extent of the problem.

Next year, Russia faces presidential elections. By all appearances it seems to be a runoff between Sergei Ivanov and Dmitri Medvedev. The power struggle in the Kremlin is however already underway, and who eventually will get the upper hand sways back and forth between the two main contenders. Half a year ago, Medvedev was in the lead, but now Ivanov has made a comeback and seems to be in the best position to become master of the Kremlin in 2008. In this context, Ivanov has used the Estonian crisis to gather his forces in front of a common foe. Opinions on Estonia are by now so deeply set that they may be used as a vehicle to gather the Russian masses. Previously, Russian leaders have known where to draw the line in using the "Baltic question" but now president Putin cannot put the foot down as too great interests are at stake, in who will rule Russian politics in coming years, to risk anything just to preserve a working relationship with Tallinn. As for relations with the European Union and Nato, Putin walks a thin line in risking a multilateralisation of the Estonian issue.

However, Medvedev is also not left out in gaining the dividends of the Estonian crisis. Last week, Sergei Ivanov, during a meeting with governors in Murmansk, declared that the Russian oil and coal previously exported by transit through Estonia will now instead go through the port of St. Petersburg. Russia annually ships around 25 million tonnes of fuel oil, gas oil and petrol through Estonian ports. Imposing a Russian energy blockade on Estonia is regarded by many analysts as a way for Moscow to use its energy weapon. Such a conclusion, however, seems flawed as Estonia is relatively spared of any major consequences for its energy supply. Instead, it may prove a way for major Russian oil exporters - mainly Rosneft - to curve export competition by other Russian oil companies.

Transferring exports to St. Petersburg will indirectly give Rosneft greater control over who will be able to export Russian oil. St. Petersburg port is already today gravely undersized - not to mention corrupt - and much effort has been made in recent years to construct new harbours in the Gulf of Finland - Primorsk for oil and Ust Luga for bulk. Opting for Petersburg therefore means that companies that previously have exported by way of Estonia now are at the mercy of Rosneft to meet their deliveries to western customers. In essence, the energy blockade against Estonia gives Medvedev's interests a way to hit at remaining independent competitors within the oil industry. Consequently, Ivanov reaps the political and Medvedev the economic rewards of the Estonian crisis.

So, should all explanations based on the actual situation in Estonia and relations with Russia be discarded? Of course not. However, it is equally important to analyse the conflict on its own merits as it is to contextualise it, striking a balance on the domestic-foreign frontier. An obvious example is the risk that the conflict may spread also to Latvia. Most observers would say that situations differ too much for something similar to happen in Riga, but still Latvian authorities are apprehensive. From both a political and economic perspective, Ivanov and Medvedev may gain from sparking a crisis also with Latvia for the very same reasons why they have let the crisis with Estonia get so much out of hand. There simply is too much to gain and too little to lose domestically at the moment, that a Russian-Latvian crisis should not be ruled out just because situations in Estonia and Latvia are not similar enough. Giving the crisis a Russian domestic political contextualisation shows this.

Still, is the Kremlin willing to risk its relations with the West - EU, Nato and the US - over such an insignificant issue as the Baltic question? Actually, such an assumption should not be ruled out. Already, Moscow is at loggerheads with Washington, and the US understands that it now has to be tough on Russia in order to have a working relationship. The European Union, however, takes a much weaker stand when it comes to Russia, and when it does confront Moscow it is on negotiation issues such as the Partnership and Cooperation Agreement (PCA) and the European Energy Charter. Until now, Russia has never had anything to lose in real terms in relations with the EU, and the Union consistently avoids putting its foot down in relations with Moscow. That Poland and other member states, in this context, may hamper EU-Russia negotiations is officially treated with resignation in Bruxelles, while most unofficially sigh with relief. Thus, Russia rationally calculates that the EU will never truly make a stand in their relations, why Moscow really risks nothing by a confrontational policy.

Developments in Russia are met with growing concern in Europe, and there is an understanding that sooner or later the European Union will have to confront the issue, as many of its members are already experiencing the realities of a more assertive Russia on the world stage. Doing so, however, sets out from, on the one hand, foreign relations and, on the other hand, Russia's domestic political situation. The latter is mainly directed at the crisis for democracy and human rights and far too seldom at the factors that Russian rulers themselves would deem of political importance. Foreign and domestic factors are increasingly treated as monolithic and attempts at joint analysis are often superficial or aim at the wrong factors.

The result is that it is becoming all the more of a mystery in the West why Russia acts as it does. The West is once again allowing Russia to become "a riddle wrapped in a mystery inside an enigma" for the evident reason that Europeans are too subsumed by their own values, norms, perceptions, and prejudice to follow the simple logics of current Russian politics and society. Then it is much easier to produce an image of a state that once more might pose a threat to Europe - an alien entity accepted by its mere existence but doomed to remain foreign to Europe. Here, the Russian-Estonian crisis serves as a striking example of how the West fails to account for important factors in its perceptions of Russia. As European public opinion turns increasingly against Russia, the risk of misperceptions may become an even greater danger than a revived Russian threat in the eyes of Europe. Russian motives are not always what they seem.

Russia Goes Ballistic over Missiles

A recent US proposal to deploy a ballistic missile defence system to NATO-members Poland and the Czech Republic, has provoked stern reactions from Moscow and citizens of the concerned countries alike, Washington Post reports. The US motive is to create a missile defence shield for Eastern Europe, protecting the region from attacks of "rogue states" such as Iran or North Korea.

The US plans are to place 10 interceptor missiles in Poland and a radar tracking station in the Czech Republic with the purpose to intercept intercontinental ballistic missiles (ICBMs). It thus appears that this would add a strategic perspective to the sort of tactical theatre missile defence that is currently within technical reach. The Bush administration perceives the initiative primarily as part of its international war on terrorism rather than as an element of regional security.

In contrast to this, Moscow regards these plans as directed also against Russia. In response, the Russian MFA stated that "the creation of a U.S. European anti-missile base can only be regarded as a substantial reconfiguration of the American military presence in Europe." It is "a mistaken step with negative consequences for international security."

In the 1980s, the Reagan administration's Strategic Defence Initiative (SDI) - commonly known as Star Wars - was one of the driving forces for the Soviet Union's defeat in the international arms race. Moscow then neither had the technique nor the resources to compete in developing a corresponding system. Star Wars thus presented a new phase in the arms race that would potentially render the soviet strategic advantage obsolete at a time when the USSR already was at loggerheads with maintaining the existing balance of power. Ever since, any proposal of this sort has hit a sore spot in Moscow.

To counter further NATO initiatives, then Russian Defence Minister, Igor Sergeyev, in 2001 proposed a common solution for a European Ballistic Missile Defense (BMD) system, instead of a NATO national missile defence (NMD), aimed at protecting the alliance's European members. NATO reactions were lukewarm, portraying the Russian proposal as an attempt to "drive a wedge between the US and its European allies."

In this context, it is interesting to note that this time the US proposal is on a bilateral level, viz. between Washington and Warzaw and Prague respectively and not as part of the NATO collective defence system. The feelings in Bruxelles and among NATO-members are that such a US unilateralist approach would further threaten to undermine the Atlantic alliance, adding to Washington's tendency towards multilateralism à la carte.

Also, popular protests against the US plans have begun to mount in both Poland and the Czech Republic. Recent reminiscences of Soviet bases in these countries remain a mental obstacle for people to accept foreign military elements on their soil. Fears are also rising that hosting an anti-missile defence system would rather make the Poles and the Czechs targets for attack than act as a means of protection. Still, many observers on both sides of the Atlantic also regard this as yet another US test of allegiance for the European states with the greatest debt of gratitude for their independence and security.

What stands out as perhaps the most peculiar part of Washintgton's proposal is how the Republican administration has revived one of its pet projects of the 1980s. Since then, the Star Wars/SDI remains an extremely expensive and technically cumbersome project with little proof of relevance as to its efficiency in countering current threats. That Europe would form the primary target of a potential Iranian or North Korean ICBM-attack is extremely unlikely in the foreseeable future for two obvious reasons. First, Europe poses no threat to either Iran or North Korea. Targeting Europe would thus only serve as a threat by proxy towards the United States. Secondly, if Iran or North Korea would indeed develop nuclear arms and ICBMs to carry them, the primary target would be the US and its regional allies in the vicinity of Teheran and Pyongyang - not a distant and inoffensive Europe.

Why is it then that the US wants these weapons in Europe? Using the terrorist threat as a pretext for toppling the nuclear balance in Europe, as Moscow holds, simply seems too far-fetched. Instead, the simple truth may be sought in the minds of Bush & co. Reviving Star Wars is like kissing the sleeping beauty. The beauty of it is that you know what to expect as long as she lies there sound asleep. What you do not know is who she will become when awoken. Still, it simply is too tempting to resist.

Ukrainian Lighthouses & Landmarks

Little more than a month after becoming Ukrainian Prime Minister, Viktor Yanukovich, seems poised to break his pledge to president Viktor Yushchenko of Ukraine's continued western integration. Visiting Brussels on Thursday, Yanukovich put a moratorium on Ukraine's plans to join Nato, saying that: "Because of the political situation in Ukraine, we will now have to take a pause," according to International Herald Tribune.

However, what should be clear by now is that NATO and EU accession has become a parallel process in the integration of former Eastern bloc countries. Therefore, Yanukovich "pause" effectively means a halt - or at least a severe delay - for Ukraine's western integration.

That NATO and the EU are different organisations and deal with different issues should not disguise the fact that a majority of EU-members are also members of NATO. Combined with the backlash of the Orange revolution, Yanukovich statement is likely to further put off western leaders from any real association with Ukraine. Trust in Ukraine is at a low and the only real motivation for western efforts is to keep the country out of Moscow's orbit.

Still, Yanukovich's decision on NATO is logical. Popular support for NATO-membership has never reached any substantial levels, so his excuse to "play it safe" rather than to rush into something that Ukrainians will not accept is natural. This has tacitly been accepted by NATO-officials as a statement of facts rather than intent. At the same time, questions are raised what role Russia might have had in the decision. Yanukovich has previously declared that he would like Ukraine to be a "reliable bridge" between Europe and Russia, and NATO-membership seems incompatible with such a role. Russia has adamanttly opposed Ukrainian rapprochement to the Atlantic alliance.

Relations with Russia continue to be strained. Only yesterday, a Ukrainian court ordered that authorities should take control over 22 lighthouses in the Crimea that have been leased to Russia's Black Sea Fleet, BBC reports. As late as in June, Russia and Ukraine failed to reach agreement on settling the Kerch strait border dispute, which has been going on since 2003, according to RIA Novosti.

Ukraine's relations with Russia on the one hand and the West on the other have often been simplistically depicted as balancing between East and West. A similar balance accordingly applies to Ukraine's domestic scene - between Russian and Ukrainian speakers. As anyone who has dealt with Ukraine knows, realities are much more complex.

Still, the image of a Ukraine split between East and West lingers on in the minds of international leaders and is also exploited by a variety of actors. At a time when there are great doubts in the West as for Ukraine's willingness and ability to integrate, there is little room for a more straightforward public policy.

Yanukovich might have pursued a declaratory policy on NATO and EU membership at the same time as deepening relations with Russia. As long as no real steps towards NATO-integration were to be taken, such a situation might have been acceptable both to Russia and the West. That would have kept doors open for Kiev - both towards Brussels and Moscow.

Now, Yanukovich is closing the NATO-door and thereby - in a longer perspective - also the EU-door. This might however not open the door to Russia any wider, simply because the Kremlin has never accepted its loss of influence over Ukraine. A loss that one has not accepted is not regarded a real victory once it is regained.

Public postponement of NATO-integration is thus simply not a good idea at a time like this, when Ukraine needs the best of both worlds. The paradox is that what would probably serve Kiev's interests best at this point would be to say one thing and do the other, that is pledge western integration and cooperate more closely with Russia. In that way, Ukraine might have maintained safeguarded by the West at the same time as it could have remained part of the East. Now instead, Yanukovich has set a landmark in Ukraine's modern political history by giving away an important foreign policy instrument for no obvious reason. Cui bono? What does Ukraine or Yanukovich stand to gain from self-imposed alienation when one needs all the help one can get?

Russia: Putin's Power Purge?

In recent weeks, rumours have been going around that Putin is about to clamp down on Russia's legal and security structures. The reason for this, would allegedly be that they have grown too powerful and independent for the Kremlin. A purge among its ranks would consequently serve to set the balance right between security and economic interests. However, at a closer look, these rumours seem more an effect of simplification than a correct assessment of the realities of Russia's complex political landscape.

The reason why rumours were in sway, is a number of recent dismissals of high-ranking officials. The structure mostly affected seems to have been the customs services. Thus, Aleksandr Zherikov, head of the federal customs committee was dismissed in May, to be replaced by Andrei Belyanikov. At the same time, the Federal Customs Service was transferred from the ministry of economic development to direct government supervision. Also, Interfax reported that Vladimir Shamakhov, first deputy head of the Customs Service, might tender his resignation. Furthermore, two first deputy heads of the service were retired, namely Yuri Azarov and Leonid Lozbenko.

Turning to the Interior Ministry, a number of high-ranking ministry officials have been sacked from their posts. Also, the Federal Security Service (FSB) has been hit. Thus, three generals have been retired - Kolesnikov, Plotnikov, and Fomenko. As for the judiciary, some prominent judges and prosecutors were dismissed at the same time. Then, the Chairman of the Federation Council announced that a number of Senators were about to be relieved of their powers.

As all these actions occurred more or less simultaneously, there is no wonder that anticipations of a coming Putinist power purge were raised. When Putin announced the dismissal of his old ally Vladimir Ustinov, who recently got his term as Prosecutor General prolonged by five years, many drew the conclusion that the president was about to clamp down on the power structures. However, it did not take long before the soufflé collapsed. Only days later, Vladimir Ustinov was appointed Minister of Justice.

So, what conclusions might be drawn from this? First, that so much creedence has been given these rumours testifies to the tendency of Western analysts to overestimate political tendencies and occurrences in today's Russia. The system of power has become so closed that people are increasingly resorting to guesses. Secondly, the measures per se should not be underestimated. It might well be that Putin is preparing to reform the power structures, but then on a much narrower scale than these rumours have indicated. Third, some caution should be made when analysing Russia from a system's point of view, especially when relating changes in various structures to each other. The risk is that you wind up with wrong or exaggerated conclusions. Finally, what at a time seemed as a Putinist power purge, in reality turned out a mere whimper.

Russia Warns Ukraine & Georgia of NATO

On Wednesday, Russian foreign minister Sergei Lavrov warned Ukraine and Georgia of joining Nato. During a speech in the Russian State Duma, Lavrov argued that such a "colossal geopolitical" change would threaten relations with the two countries. "We assess all possible consequences primarily from the point of view of Russia's national interests," Lavrov said.

According to Ukrainian foregn minister, Anton Buteiko, a majority of Ukrainians support that Ukraine would join Nato. If Buteiko would be right, this would constitute an enormous change in Ukrainian public opinion. As late as last year, only some 10% of public opinion supported Nato-membership. Why public opinion may have turned is unclear, but it might be as a consequence of the New Year's Russian-Ukrainian gas crisis. As for Georgia, Tbilisi has for long had the ambition to join Nato, but it has been regarded unrealistic as long as it is not accompanied by a Ukrainian application to enter the North Atlantic alliance.

That Russia, at this point, warns of the consequences primarily of Ukrainian Nato-membership, is due to regional political developments, not least with GUAM's recent formation of the Organization for Democratic and Economic Development, combined with increasing US openness to accepting the two countries as members of Nato. In Moscow eyes, such tendencies form part of a much greater geopolitical struggle between Russia and the US for influence over post-soviet space - Russia's traditional sphere of vital national interest.

Ukraine: What Pascual Doesn't Tell

Chernobyl's lesson is that a state's lies threaten its people and its sovereignty. With this argument, former US ambassador to Kiev, Carlos Pascual, sets out on a frontal attack on Ukraine's leaders, in today's Washington Post. Using Chernobyl in a distasteful parallel, Pascual criticises Kiev for corrupting the security of Ukraine. However, what is not said is often more interesting than what is actually said. Thus, implicitly accusing Ukrainian leaders for lying, Pascual himself conceals crucial facts.

The immediate background to Pascual's vociferous accusations is the New Year's gas crisis between Russia and Ukraine. Kiev was put to the test, when Russian gas company Gazprom turned off gas supplies to Ukraine in mid winter. Racing against time and "popular" hypothermia, the Ukrainian government struck the deal they could get given the circumstances. With a 47 million hostage, there was little choice but to give way to Moscow's blackmail, using the brokers and dealers at hand. The result was a construct typical to the situation - with the much criticised RosUkrEnergo. It was a slave contract on unequal terms with murky Russian-Ukrainian business interests. So, where was Washington when Moscow chose to turn the tap? The truth is that Ukraine was left to the wolves, with support more in words than in deeds.

It is true, as Pascual argues, that Ukraine has enormous problems with corruption, especially within the energy sector, but he fails to see that steps are taken to combat this evil. Getting at grips with this is a condition for reform. Thus, Ukraine is intent on fighting corruption, because there is simply no other way to develop the country. The sickness is set deep in the system - from ministers to milkmen. Everyone knows this, and the Orange Revolution expressed that it was time for a change. Corruption causes lies, but what is a lie if nobody believes in it? People knew the truth, and believed they could change. However, transforming a society is like achieving transparency. It is not just getting there. It is starting somewhere. Corruption is endemic to Ukraine, and here no other sector is easier to pick on than energy. As with any monopoly, corruption will flourish as long as one supplier, namely Russia, dominates.

However, corruption and Kiev's energy problem do not justify implicit accusations that Ukrainian politics is based on lies, by equating Soviet falsehood with current democratic rule. Nor does it warrant unjust parallels between the national trauma of Chernobyl and today's complex energy policies. Pascual claims that:

Unlike in 1986 when Soviet leaders tried to cover up Chernobyl's threat, Ukraine's leaders now have the opportunity to respond to alarm bells in the gas sector and forestall an impending danger to its own sovereignty and European energy security.

What Pascual does not tell, is that Ukraine's leaders seize any opportunity they can to safeguard energy supplies - for themselves and Europe. In doing so, Kiev is walking a thin line along the domestic-foreign frontier. Relations with Russia are tense, but there is little other alternative for now, than to rely on Moscow for energy supplies. That Ukraine is dependent "on imported gas and shady contracts" is simply an effect of this.

Still, Kiev is actively trying to find alternative solutions that could also benefit other nations. Against Russia's expressive will, Ukraine is turning the flow of oil in the Odessa-Brody pipeline towards Europe. Gas supplies from Turkmenistan are sought, admittedly though in cooperation with the infamous RosUkrEnergo. Last year, plans were announced to build a pipeline from the Caspian to Poland. Another scheme is a pipeline from Iran - and then also a pipeline to the Baltic. Finally, only last week, Georgia Ukraine, Armenia and Moldova formed a regional "Organization for Democracy and Economic Development," where one of the main purposes is to: "activize efforts to ensure energy security, including by means of diversifying routes of transportation of energy resources from Central Asia and Caspian regions to the European market."

Are these actions of a country that does not try to assume its responsibility? Obviously, Kiev is trying to find alternatives to dependence on Russian energy, and by doing so attempts to rid itself of the full-fledged corruption within the Russia-Ukraine gas trade. Therefore, seeking alternatives is breaking with the past - as much in terms of dependence as corruption. This is a fact that Pascual should acknowledge, not least because Ukraine - and not the US - is running the risk of failure.

So, are the leaders of Ukraine lying, and thereby threatening their people and the sovereignty of the nation? Judging from the actions that Pascual proposes in comparison to what Kiev actually does, such a presumption is mere nonsense. There is little doubt that the government and a majority of Ukrainians would wholeheartedly subscribe to most of the measures Pascual proposes, if they only had the power to do so. Furthermore, Kiev is already working in this direction. Pascual simply cannot be ignorant of this. The question is how great a responsibility Ukraine should assume. Kiev is already out on a limb in trying to please US and EU interests in confrontation with Russia.

Bismarck said that "Politics is the art of the possible." Galbraith begged to differ by arguing that "Politics is not the art of the possible. It consists in choosing between the disastrous and the unpalatable." It is the latter type of choices Ukraine's leaders have been facing ever since the Orange Revolution. To belittle the difficulties of these choices is outright impudent. The West rightly assumes that democracies are stable. Seldom do we realise that democratisation is volatile. In the last two years, Ukraine has made giant leaps in democratisation. Its leaders must, however, be given the benefit of the doubt that they are able to avoid the pitfalls on the road to democracy. They are little served by being stabbed in the back for not reaching perfection at once. Instead of a reward for trying, Pascual scolds them.

Furthermore, when Pascual implies that the Ukrainian leadership is lying to the people, he is in blatant disrespect of the sovereign choice of the Ukrainian people. A majority has repeatedly voted for change. On March 26, the road to reform was reconfirmed in defiance of all the hardships it involves. The people steered off from an impending backlash, not necessarily because they believed in their leaders, but because they trusted this was the right way forward.

Politics in Ukraine is a sham since the elections, and the people is witnessing the daily charade of coalition negotiations to form a new government. Still, if the politicians fail, the people will hold them accountable for erring. It is a mutual relationship with few parallels in post-soviet space. The people has, once and for all, empowered itself, and will not accept that politicians make a mockery of its sacrifices for reform and democracy. Still, few believe in miracles and the understanding is growing that progress will take time. People are no fools. Their trust will be proportionate to the achievements. The people has had its choice, and has opted for further reforms with open eyes. This is a question of political direction - not political directors. To assume that the people is not competent to judge its leaders and to see through lies, when it has done so less than three months ago is a grave misperception.

Today, what people and politicians alike realise, is the basic political and economic paradigm of diversifying risks. This is not the time for pigheadedness in going full-out either way. There is a need for moderation, even if it may involve suboptimal solutions, for the simple reason that there is no power to reach the optimal. The alternatve for the people is failure, and nobody will be there to catch them if they fall, as demonstrated by the gas crisis.

Furthermore, when Pascual calls for state intervention in the energy sector, he ignores the importance of separating state from business - the lack of which has casused many of the problems from the outset. He thus disregards the delicate balance needed for gradually introducing necessary state regulation. On a wider European scale, Kiev needs all the backing it can get for the policy it is already pursuing. Substantially greater support is needed if anything more is to be done. Such support will most likely be lacking. Pascual himself states the obvious reason for this:

The United States hardly needs another crisis in the Russia relationship as we seek Russia's help in preventing a nuclear Iran. Russia needs neither an irate European customer nor a fight with diplomatic partners seeking to prevent an Iranian nuclear bomb.

Thereby, Pascual also fails to recognise the connection between Ukraine's domestic and foreign policy. For all the domestic measures that he proposes are in direct contradiction with Russia's core interests in using energy to exert influence over its "near abroad." A situation where Moscow directly or indirectly controls Ukraine's energy sector is decidedly in the best interest of the Kremlin. The greater extent of corruption, the less degree of cohesion will Ukraine's energy policy have. As long as such a situation is maintained, Russia gets both the power and the profits from Ukraine's gas dependence. Therefore, Moscow will most likely oppose any reforms or clensing of this sector. Taking heed to Russia's interests is simply incompatible with ensuring Ukraine's and Europe's gas supplies by supporting Ukraine. This should not conceal the fact that "the EU and the US should engage Ukraine and Russia before the crisis erupts and offer to facilitate negotitation of normal commercial arrangements." Here, Pascual is completely right.

All the same, it appears that the US cannot have it both ways: Urging Ukraine forward and at the same time serving Russian interests. If the Bush administration would seriously consider Pascuals proposals, Washington may have to "walk the walk and talk the talk," and that means directly confronting Russian interests. The other way around would, to the contrary, satisfy Moscow in the short run, but also potentially paralyze progress in safeguarding Ukraine's and Europe's gas supplies in the long run. There is, however, a middle way: Trusting the sound judgement of Ukraine's leaders, that they are competent to handle the issue themselves on a regional level, and with due support from the West. This would mean the continued long-term diversification of energy supplies that Ukraine and neighbouring countries have initiated, in combination with short-term EU and US arbitration between Kiev and Moscow. By lengthy engagement, US and EU companies may also get a stake in the profits by construction of pipelines and energy production. However, trusting Ukraine's leaders is obviously the last thing Pascual would do. What he does is to urge them to pull forward in response to the dangers to their own "sovereignty and European energy security." At the same time, he apparently refers to Ukraine when stating that "Russia needs neither an irate customer nor a fight with diplomatic partners seeking to prevent an Iranian nuclear bomb." By urging Kiev forward, Pascual however creates the latter - an irate customer in the guise of Ukraine.

One cannot but agree that most of Pascual's proposals would be desirable both for Ukraine and Europe at large - including Russia. The contradiction they carry in incompatible positions for, on the one hand Russia, and on the other hand Ukraine, Europe and the US, makes them an impossible road to tread. After three years in Kiev, one would expect Pascual to understand these basic complexities when Ukrainian domestic and foreign policies converge. This is though the most important factor that Pascual doesn't tell. By concealing complex but crucial factors, he would appear to badly serve the interests of both Ukraine and US foreign policy.

To be quite blunt, Pascual needs to cut the crap. He does not tell a lie, but he is surely twisting the facts, although he should know better. What is the real political motive for this? Does he have an issue with the leaders of Ukraine, the Bush administration, or the fact that Kiev does not wholly comply with any brainchild that Bush & consortes may conjure up? Prescribing a policy in two seemingly incompatible directions is not an answer. So, what is his motive. This, only Pascual can tell.
