Rewinding the Russia Reset

For Global Voices Online: Two new presidents, two great powers, and three world leaders. That was the stage set as US President Obama earlier this week travelled to Moscow to meet Russia's President Medvedev and Premier Putin. With shared and conflicting legacies of idealism versus realism, the meeting held the promise of a new start in the two countries' relations. Still, as we rewind the "reset summary" for US-Russian relations, this was not exactly the outcome of the visit, at least when seen through the eyes of the Russian blogosphere.

Peace and sovereignty, democracy and human rights. Those were some of the issues at stake as US and Russian presidents Obama and Medvedev sat down in Moscow earlier this week to address the agenda of a troubled world, against the backdrop of global recession and climate change.

Even though expectations for a breakthrough in US-Russian relations had been downplayed ahead of Obama's meetings with President Medvedev - and Premier Putin - one would imagine that the very real issues at hand - nuclear disarmament, Afghanistan, Iran, sovereignty, democracy etc. - were to be widely debated in the blogosphere. Instead, reactions to the 6-8 July Moscow summit from the Russian and international blogospheres form a climate of anticlimax.

Starting off from the Moscow horizon, the overall impression is exactly that Obama's visit was rendered a lukewarm reception by the Russian blogosphere, on either side of the political spectrum. As LJ user taranoff points out [RUS], in general, most people took little notice of the visit:

[...] If someone like Putin arrives in some town, then this town is sure to be scrubbed clean, shaped up, painted and polished. [---] And still, as Obama yesterday arrived in Moscow, it was as if - holey-moley - nothing could be noticed. [...]

LJ user lamerkhav continues [RUS] along the same line:

[...] It is still not long ago that America was dearly loved in Russia. Behaviour towards the USA was like that of a young girl to her idol. The "cool States" was the ideal. Now times have changed. The attitude I've come across in media and blogs reminds me of a sour, lonely and old suitor, abandoned by everyone. I won't try to gather why it's like that. Apparently, not out of unanswered love, but generally because mentality is like that. [...]

Characterizing the essence of the summit, LJ user Nevzlin addresses [RUS] renewed Cold War sentiments - disarmament and Human Rights - and perceives differences in Obama's attitude towards Medvedev and Putin:

[...] Generally, it was like colder times at the conference table - the fate of political prisoners and arms control. [---] From the outset, Obama typically split up Medvedev and Putin: Some praise and some critique. He said that Medvedev pulls ahead and Putin holds back. [...]

LJ user Yakushev continues with [RUS] the domestic political ramifications of the summit, speculating on a US-inspired Medvedev-Putin division into liberal and conservative camps:

[...] What was the essence of Obama's visit to Moscow? I imagine it as if Obama signalled to the liberal part of the Russian élite to go on the offensive. As it appears, Obama came to engage himself into Russian domestic politics. Already before the American president's visit, he made it clear who the USA supports in Russia, having promised Putin not to disturb his and Medvedev's progress. As no official reply was given to this ordinary American insolence, one can conclude that the Kremlin agrees with Obama. [...]

Not even when it comes to President Obama's meeting with Russian opposition representatives, it seems to please Russian bloggers. Thus, LJ user v milov - an opposition supporter - writes [RUS]:
[...] Obama's meeting with the opposition turned into true comedy. It's great that Nemtsov and Kasparov were invited from our side - but that's also all the good news there were. Further on the list were Mitrokhin, Gozman and Zyuganov. The State Department stands with one foot in the past. :) But seriously, a meeting with such a gathering is a flat puncture for those on the American side who prepared the visit. In such meetings, the real opposition must take part and not hopeless figures from the past. [...]
Turning to the very real issues agreed upon by Medvedev and Obama within the sphere of security policy - as e.g. nuclear arms' reduction and Afghanistan - LJ user malkolms writes [RUS]:

[...] How is it possible to sign anything with the USA (especially concerning such important issues as the START-agreement) when the USA demonstratively [XXX] Russia in the [XXX]. In my view, it is simply degrading to start any dialogue with the USA without lifting the Jackson-Vanik amendment. And especially if signing such documents is unfavourable to Russia. The USA once again "sinks" us as was always the case during Yeltsin and Clinton. [...]

What about the Russian reset then? LJ user optimist presents his views on the credibility of Washington's policy towards Moscow:

[...] In my view, the word reset doesn't mean anything in real political terms. It is a word of deception, the usual soap bubble [---]. It appears on all our screens and means nothing new, but a return to the past, to business as usual. And previously, our relations with the Americans were either one of confrontation or domination - on their part, by the way. So, what will we be returning to after a "reset"? [---] Aren't they just fooling us as usual... [...]

What stands out, from these and similar comments, is how little significance is given to the outcome of the US-Russian summit. It is like simply going through the motions, whereas the real issues at hand seem to be of little consequence. So, judging from Russian blogger reactions, the Moscow 2009 Obama-Medvedev summit could hardly be seen as a reset in US-Russian relations. The question is: Was it even rapproachement?

Gerontocrat Ghostbusters?

A spectre is haunting Eurasia - the spectre of Gerontocracy. All the Powers of new Europe are deserting a divided Union to shy away from this spectre: Bruxelles and Rome, Merkel and Blair, French anti-globalists and German Federalists.

The new Great Game over Central Asia between Russia and the West is becoming a struggle to either raise or exorcise the ghosts of gerontocratic systems. Russia's sphere of vital interests in the near abroad can only be preserved by control over infrastructure, and above all the flows of energy from the region. This is achieved by catering to the needs of a gerontocratic and corrupt system, originating from the soviet heritage, which Moscow has left the states of Central Asia with.

The West, to the contrary, has a vested interest in exploiting regional resources of oil and gas, and produce safe passages for receiving them. For long, the West was pragmatic in its approach to authoritarian regimes in the region, in order to reach the overarching goal of access to the coveted energy resources. Now, the realisation that it is impossible to work with corrupt and Machiavellian regimes is starting to dawn.

The summit between presidents of Russia, Kazakhstan and Turkmenistan in May was bad news for the European Union and the United States. Presidents Nazarbayev of Kazakhstan and Berdymukhammedov of Turkmenistan spoke in favour of closer energy relations with Russia, and against developing the westward trans-Caspian gas project. As previously reported, the trans-Caspian gas project is the key to long-term profits for the Western alternative of transferring gas from Central Asia - the Baku-Tbilisi-Ceyhan pipeline (BTC). Among BTC-investors are British Petroleum (BP) and American Chevron. Also, Royal Dutch Shell is about to lose its controlling stake in the Russian Far East Sakhalin-2 project, and BP is in trouble with its investment in the Siberian Kovykta gas field.

Western energy companies are certainly experiencing heavy setbacks in the FSU these days. As there is little to do as concerns Russia, the importance of Central Asian resources increase. Still, there is the question of the gerontocrat ghost - the inability to deal with the corrupt regimes of Central Asia. Then, what is companies such as BP and Shell going to do? Well, as the old movie tune goes:

Who ya gonna call - ghostbusters!
If it's somethin' weird an it don't look good
Who ya gonna call - ghostbusters!

So, who might be such a ghostbuster? Who are the energy moguls going to call to exorcise the spectre - get rid of the ghosts of gerontocracy? A qualified guess might be a traveller in political revolutions, with experience of dealing with the old post-communist foe. Who then would be a better candidate than former US Ambassador Richard Miles? That ambassador Miles was posted to Serbia before the overthrow of Milosevic, and to Georgia during the Rose revolution is, by many, regarded as no coincidence. Some even claim that Miles figured in the outskirts of Ukraine's Orange revolution. After retirement in 2005, ambassador Miles worked as Executive Director of the Open World Leadership Center - headed by James "Icon & the Axe" Billington. Now, it seems, Richard Miles is a man without a mission. So, why not take pity on this old man and turn to him for advice - even give him a job? Miles might just be the ghostbuster who - with a little help from his friends - could get rid of some of Central Asia's gerontocrat ghosts. Who would be more fit to bring democracy and market economy to Central Asia and, in the process, safeguard western energy interests in the region?

Ukraine: Lazarenko Gets 9 Years Jail

Former Ukrainian Prime Minister Pavel Lazarenko was sentenced to nine years' imprisonment by a Federal Court in San Fransisco on Friday, Washington Post reports. Lazarenko was found guilty of corruption, money laundering, fraud and extortion, and also received a $10 million fine in addition to the jail sentence.

Pavel Lazarenko was Prime Minister of Ukraine from 1996 to 1997 and became infamous for using his office to serve his own economic interests. The bulk of his multimillion corruption proceeds ended up in Swiss, US and offshore bank accounts. The victim of Lazarenko's crimes was the Ukrainian people, who at the time struggled for daily survival after the post-soviet economic collapse.

Lazarenko was appointed Prime Minister of Ukraine in May 1996, although his appointment was never considered by the Ukrainian parliament - the Verkhovna Rada. Controlling decisions on many lucrative business projects, Lazarenko is said to have demanded 50% of profits from businesses favoured by him. Lazarenko at the time had close political and economic ties with current Ukrainian politicians of prominence such as Yulia Timoshenko and Socialist leader Oleksandr Moroz.

In 1999, Lazarenko fled the Ukraine, awaiting a parliamentary decision to waive his parliamentary immunity. Within days of his escape, he was arrested in the United States and spent four years in custody pending trial, until his release on a $68 million bail in 2003. A year later he was found guilty on 29 out of 53 charges concerning money laundering, fraud and extortion, but the judge eventually dropped a majority of them, reducing the list to 14 offences. Despite being released on bail, Lazarenko was subject to house arrest until his final verdict on Friday. The former Ukrainian PM has already declared that he intends to appeal the verdict.

Throughout the trial, Lazarenko's defence has maintained his innocence and challenged US legal authority to alleged crimes not committed in the United States. Lazarenko has argued that his business transactions were normal to the prevailing conditions in the Ukraine in the 1990s. He thus claims that it was generally accepted for a Ukrainian politician to earn millions on the side in these years, and that such business formed a natural part of the transformation from soviet command economy to a liberal market economy.

In 2000, Ukraine sought Lazarenko's extradition. The charges brought against him by the Ukrainain Prosecutor General included, beside economic crimes, the instigation of two murders and several assassination attempts on high-ranking officials. The US, however, denied extradition on the grounds that Lazarenko was tried for crimes in the United States.

US federal prosecutors are far from satisfied with Friday's verdict. They had initially sought an 18 year prison term and confiscation of and fines to a total of $66 million. US authorities have claimed that Lazarenko transferred $118 million to US banks alone. Still, the sentence constitutes a milestone in the US battle against international crime. Lazarenko becomes the first former state leader to receive a US prison sentence after Manuel Noriega of Panama. Also, the Ukrainian people may give up a sigh of relief that at least one of their corrupt leaders now is punished for his crimes although by the United States and not by Ukraine itself.

US Pays Off Russia For Iran?

According to the New York Times, Washington is about to broker a deal with Moscow on Russian storage of US nuclear waste. In exchange, the White House expects the Kremlin to support its stance towards Iran on potential nuclear weapons' development. Thus, the US would bribe Russia to turn a blind eye on Washington's Iran policy.

The real issue at stake is, of course, Iran's plans to develop its nuclear capabilties. The Bush administration claims that Iran is trying to develop nuclear weapons, whereas Teheran argues that it is only exercising its right to develop nuclear energy. During the last year, this issue has become so heated that it on several occasions has become a concern for the UN Security Council. Therefore, as new of US-Russian negotiations on a bilateral nuclear deal broke last Saturday, speculations peaked how this would affect Iran.

So, why is Iran's nuclear affairs of concern to Moscow? Except Russia's seat on the Security Council and strategic concerns, the great reason is that Russia is Iran's biggest supplier of fuel, equipment, and expertise to the country's nuclear programme. As previously reported, Russia's nuclear industry is one of the few technically advanced sectors where Russia can still compete for shares on the international market with other technically developed states. The steady flow of incomes from nuclear supplies to Iran has been an indispensable and reliable factor for the survival of Russia's atomic sector.

If the prospects of a Russian-American nuclear deal would prove much more lucrative and stable to Moscow than continuing nuclear supplies to Iran, the US might stand a chance of turning Russia's position on Iran. This would be to pay off the Russians. However, it ignores that competing interests in Russia might complicate Moscow's ability to keep to such a deal. Still, the US has obviously been very ingenious in elaborating its proposal based on the fundamental paradigm of contempoary Russian society: When money talks - politics is silent.

By the way, today the UN "permanent five" - USA, Great Britain, France, China, and Russia - declared that they had agreed to bring Iran's nuclear programme before the UN Security Council.
